電腦補習班消費糾紛 學誠學承赫綵爭議多

台北市補習班多達2,700家，台北市府針對各項公共安全設備設施、班址使用、收據、學生人數、公共意外責任險等進行聯合稽查，今(103)年1至8月累計共檢查1,045家次。而補習班消費爭議案中，學誠電腦、學承電腦、赫綵電腦名列前三名。

違規項目中較重要者，包括班址違規106家、占已查核家數10.14％，收據不符規定74家、占7.08％，學生人數逾核准數64家、占6.12％，建管違規17家、占1.62％，消防違規10家、占0.95％，違規補習班均已依限改善並複查合格。

此外，台北市教育局平均每年受理補習班消費爭議案件約300至400件，消費爭議案件以提供電腦類及語言類課程的補習班居多，且集中於少數補習班。其中第2季消費者申訴案件，學誠電腦就多達20件，學承電腦也有17件，赫綵電腦15件為消費爭議前3名，三摩地瑜珈及崴爾斯美語補習班，也各有14及9件消費爭議。

常見的補習班消費陷阱，包括展場販售課程、假求才真補習、以政府補助為噱頭、買得越多越便宜等。像是部分補習班在大型展場辦理招生，以Show girl及優惠價，吸引民眾目光，消費者在業者大力鼓吹下，未評估自身需要及經濟能力，即貿然簽訂高額補習契約及信用貸款，事後反悔要求解約時，則須負擔部分金額。

還有部分補習班以獲得工作機會為誘因，鼓吹消費者必須參加補習，才能獲得該工作，或以保證就業為宣傳，造成消費者錯覺而簽訂補習契約；部分補習班推出多種課程組合，鼓吹消費者買越多優惠越多，但日後因故要求退費時，其實相對損失也越高。

也有不少補習班以政府補助為廣告，讓消費者誤以為所有課程均有補助，未注意自身是否符合補助條件。主任消保官陳信誠指出，實務上常見的消費爭議，以消費者要求解除契約為最多。在選擇補習班時，應完整檢視契約內容，瞭解自身的權利及義務，把握契約有攜回審閱5天的權利。
